The vehicle seen in panel 3 of page 1 appears to be a military Humvee. The word stands for High Mobility Multipurpose Wheeled Vehicle, manufactured by AM General mostly for the U.S. military.

 

On page 3, General Crowe tells his assembled Resistance fighters that they've recently acquired an EMP generator with a range ten times greater than anything they've had before. EMP stands for "electromagnetic pulse", which can be used to damage or destroy most types of unshielded electronic devices.
